Members Can:

• Add / Report a new Issue - Yes
• View Issues - Yes
• Add Actions - Yes
• Close an Issue - Yes / No  (depends on your site configuration) 
• Edit an Issue - only if nominated as Assignee
• Edit an Action - No
• Delete an Issue or an Action - No
